Texas Meets New York

Governor Ann Richards and a 15-member delegation spent two days with Superintendent Salvatore Curiale and the New York Department staff in March 1991. In a series of meetings, the group discussed holding company regulations, flex-rating, cancellation/nonrenewal standards, and many other areas of mutual interest.

Former Superintendent Curiale recalls Richards as "extremely charismatic" and was impressed that she personally attended most of the sessions. "The whole thing was quite an honor for the Department," noted Curiale recently, "and reaffirmed our status as the top insurance regulatory agency in the country, and perhaps the world."
